As a Notify owner, I need to rotate the DANGEROUS_SALT secret.

Change DANGEROUS_SALT in production.

[x] database fields in prod have been resigned (ie so their signing doesn't use DANGEROUS_SALT)
[x] DANGEROUS_SALT changed
[x] user passwords expired

[x] go through expired flow
[x] log out
[x] log in again and ensure you don't go through expired flow
[x] verify that you can view old notifications in a dashboard
[x] POST yourself an email with a callback
