Build quicksight visualization of sending timeline of individual services #138

Description

As an ops lead, I want to have a timeline of notifications sending per service over time, So that I can more easily troubleshoot while in support.

WHY are we building?

We want to identify which service was sending when throughout the day.

WHAT are we building?

A dashboard widget with Quicksight that track services sending over time during the day.

VALUE created by our solution

More awareness and increased troubleshooting capabilities.

Acceptance Criteria

[ ] Leverages relatively recent live data (from few minutes ago ideally).
[ ] Built in Quicksight, possible exportable as a widget but not required for this iteration.
[ ] Usable by non-developers who have access to AWS.
[ ] Can identify when a specific service started and ended to send their bulk, identifying the timing of the sending spike.

QA Steps

[ ] Access the AWS quicksight dashboard and play around with it.
[ ] Ask a non-developer to test the component as well to see if they can use it on their own.
