Description

As a developer, I need to know what I'm releasing so I can anticipate issues.

WHY are we building?

currently when we do a release it silently includes changes to the manifest repo. We should know what we're releaseing to prod.

WHAT are we building?

modify the prbot to include recent updates the the manifest repo in the auto-pr

VALUE created by our solution

We will know what we're releasing and have fewer release related issues

Acceptance Criteria

[ ] prbot modified to include changes to manifest repo

QA Steps

[ ] new auto-prs show manifest changes
