Description

As a Notify dev, I need to have automated testing of infrastructure releases so i can have confidence that the changes will not break production.

WHY are we building?

Can do a release without sufficient testing

WHAT are we building?

have automated smoke tests on prod releases similar to what we do for manifest releases.

reliability of production

Acceptance Criteria

[ ] automated staging smoke tests run on terraform releases

QA Steps

[ ] do a terraform release and watch those smoke tests run!
