As a member of the GCNotify team, I need a document that lays out GCNotify and third parties limits so that I can always have documentation access to my fingertips reach.

WHY are we building?

Quick access to our current limits. This is something often asked and numbers might vary depending on who is asked. We need a gold authoritative source on the matter.

WHAT are we building?

A reference gold source document that lays out:

• GCNotify receiving limits.
• GCNotify sending limits for both emails and SMS.
• AWS rate limits for the services we use such as SNS and SES.
