Being on the latest version of both New Relic and Python (as far as New Relic allows) for our lambdas.

Security, maintenance and latest features of Python (including good measurable performance improvements) + New Relic.
Acceptance Criteria
[ ] All running Python lambdas are on version 3.11 (or latest possible matching with New Relic support).
[ ] All running Python Lambdas are on latest New Relic library that is possible for Python and lambdas.
QA Steps
[ ] Smoke tests are ran against newly upgraded lambdas.
[ ] Performance tests are ran against newly upgraded lambdas.
