I switched this issue back in progress as I got an invitation to the Twilio pilot program for RCS. I checked the form to fill for registration, transcript it into a Google document for Yael and Melissa to work on, and read some of their documentation on their pilot.
I sync'ed with Yael and Josh on this topic: we will meet again this week to review the registration form for RCS with Twilio.
Do you have any other contact information? WhatsApp or telegram or something like that

Hi @404days , we are not a provider for RCS, we cannot help you on your request. I will have to delete your comments here and restrict this issues repository a bit more as this is meant for development purposes of our project. Good luck in your search.

Yesterday I sent a reply on Twilio's ticket for our invitation to the prototype. I told them about our registration and that it happened tied to another account.
I was not able to reply back on the initial Twilio support ticket as they closed it. But I send a reply back via the email notifications I got. Hopefully, that might trigger a re-opening of the ticket.
Otherwise, I don't see how I can open a new ticket through the web interface, other than talking to an AI bot telling me that Canadian support is present but we need to register giving me some links (so basically their marketing material that will redirect us to how we initially contacted them via the google form).
Response from Twilio I got back from last correspondance:
Thank you for reaching out to the RCS team. At the moment, the RCS team is still negotiating with Canada. Don't worry, as we have your information from your previous application. Once the country goes live, we typically send an update to those who previously applied for it.
