As a Notify dev, I need Notify to be described entirely in terraform so that we can recreate if needed

terraform plan sometimes complains that there are changes in AWS that are not reflected in terraform. This means that we cannot recreate Notify solely from the terraform

track down any click ops changes and add to terraform

Business continuity as well as knowing what our infrastructure is

[ ] terraform plan run on staging and production and any discrepancies added to terraform

[ ] A full terraform plan against staging reports no differences
[ ] A full terraform plan against prod reports no differences
