Description

As a Notify developer, I need to have as little unused code in the app as possible

WHY are we building?

Have code for the old A11y Tracker that isn't used anymore (we now use https://scan-websites.alpha.canada.ca/en)

WHAT are we building?

Delete unused code

VALUE created by our solution

Less deprecated code

Acceptance Criteria

Given some context, when (X) action occurs, then (Y) outcome is achieved.
