Removing the 'high priority' indicator since this card is part of a later release for Daily Limits V2
I have a hypothetical: Someone has a text message that they cannot get within the 612 character limit. They must send and they have no choice but to send as more than one text message. Now that we've implemented the text message counter, will they have to send it as two or more different templates?
They would need to edit their message down so it fits into 612 characters, link out to additional information, or consider that SMS is not the best format for their message and perhaps email is a better method for longer messages
If they must send and have no choice, then GC Notify may not be the best suited to their use case or they may need some guidance about what kind of messages are best suited to SMS

Mocked up some possible designs, but recommend we modify #1108 to exclude creating awareness at the template creation stage. 5 reasons for this recommendation documented in Figma.
Recommend focus on creating awareness here, rather than templates, and started mocking up most of the flow but still need to do the part of the flow that comes after the spreadsheet is uploaded.

Scoped out updates to create template flow, since we got rid of SMS fragments and so template length doesn't impact daily limits anymore.
