Too many 'doors' for sending messages (templates vs. spreadsheet)

Description

As a new user, I need to be able to do send a message so that I can send messages to people on my spreadsheet.

WHY are we building?

• There are too many 'doors' when someone first creates an account and a service on Notify (e.g. 'prepare a spreadsheet' vs. 'create a template) It was not clear when/where the spreadsheet comes in because the spreadsheet upload happens much later than expected.
• People don't associate 'create a template' with 'sending a message "Create a template" is not an obvious first step on the Dashboard.
• "Template" is not clear. People think a 'template' is an optional step (if I want to use something pre-created)

• More clients that are able to use Notify for the first time without support from another colleague, especially if they're using assistive technology

Acceptance Criteria

Given a Sender using Notify for the first time, when they create a service, it's clear what they need to do next (with fewer distractions or things to learn) what they need to do next to send messages using a spreadsheet.

• [ ] Can misuse of this feature cause harm? If yes, create an alert

• [ ] Update the status of related findings, insights, and hypotheses on the Research Airtable

• [ ] Once change/fix/feature is implemented, link relevant Airtable records to design artifacts (Figma)
