Suspension email is clearer about whether only a template is suspended #1356

Description

As a Sender, I need to know if all the templates of my service are suspended so that I can take appropriate next steps.

WHY are we building? The suspension email had small follow-up questions - The finding linked here also lists a question about whether the client will still be able to access the reports. It seemed like a non-urgent question so it would be ok to not solve for that.

WHAT are we building? Clarification on the suspension email template

VALUE created by our solution Fewer clients who may lose time thinking that it was only one template that was suspended

Documentation and Artifacts

Good docs, figma mockups, ADRs, screenshots etc.

Acceptance Criteria

When a client is suspended and they receive the suspension email, it's clear all of their templates are suspended.
