Duplicate entries in cloudwatch logs

Describe the bug

In the lambda API cloudwatch logs there are duplicate error entries for each error. One message is more detailed and is JSON and the other formatted as a string prefixed with [INFO]. See this slack thread for specific examples.

Bug Severity

SEV-4 Low

Expected behavior

Each log entry should occur only once.

Impact

Impact on Notify team:

• harder to diagnose problems
• harder to analyze log data and patterns

Acceptance Criteria

Investigate the logs of each system to ensure the duplicates are only occurring in API

• [ ] celery
• [ ] dd-api
• [ ] heartbeat/system_status

  fix

• [ ] Duplicate log entries removed from API cloudwatch logs
• [ ] Duplicate log entries removed from other cloudwatch logs (if applicable)
