It's currently possible for a Notify service to exist with fewer than 2 team members, even though at least 2 are required for a service to go live.

This means that when we need to contact someone from a service, we may not be able to reach a current service owner.

Implement an error message where a client tries to delete/leave a service with fewer than 2 members
