Deactivate message delivery status page in English and French

Description

As a user, I need to only land on active pages so I'm not confused.

WHY are we building? The old message delivery status page is still accessible from the link in EN and FR: https://notification.canada.ca/message-delivery-status https://notification.canada.ca/etat-livraison-messages We've since replaced that page with "Understanding delivery and failure" which has a separate link.

WHAT are we building? We're archiving the old page.

VALUE created by our solution Prevent confusion if anyone somehow lands on the old page.
