Description

As a user I need the email template to include alt text

Acceptance Criteria

Given some context, when (X) action occurs, then (Y) outcome is achieved

[x] Update email template to include alt text (
[x] Update utility class to pass in alt text (HTMLEmailTemplate)
[x] It should include both the fr and en alt text Note: brand_text is currently used as alt text for custom logos when it's provided
