What

We want to have bilingual URLs for the notification app.

How

Can we have a french and english routes for each URL? There are more options that need to be explored - but the person who picks up this ticket will need to look into it. This should be doable in flask but the approach is something that needs to be researched.

Acceptance Criteria

[ ] Bilinguarl URLs for notify's authenticated URLs

The GC articles URLs are all bi lingual. The app urls are not bilingual.

Decided not to do for now based on effort for authenticated pages. We'll focus on public facing pages.
