Validate a mobile number

Description

As a Notify client service, I need to be able to have notify automatically validate if a phone number is a valid mobile phone number so that I can quickly and easily, and without adding a step for the user journey ensure that the service is only sending SMS to valid mobile numbers.

Validation tool to validate numbers (AWS) equivalent cost of sending a text message. On our end we run a script to see if it’s valid If we can expose that in our API it would be cool to have it (can add to billing?) This way NSDS can help services

Iceboxed as this is out of scope for this fiscal year and it's unclear what problem this would solve for our users.
