Determine if possible to show service owners a prominent list of their opted out and spam phone numbers

Description

As a Notify Sender, I need to be able to see a list of opted out recipients in my Notify service so that I can remove them from my distribution list

This will be hindered by the data retention in Notify, which is currently 7 days.

Hindered by data retention policy as well as cost. Not feasible at this time. Decided to icebox
