HTTP status checks on Notify services

Description

As an ops lead, I want to know whenever Notify gets down, So that I can take appropriate quick actions to get to resolution.

WHY are we building?

Make sure we quickly know when Notify goes down.

WHAT are we building?

HTTP status checks against these URLs every 60 seconds:

• https://notification.canada.ca/
• https://api.notification.canada.ca/
• https://articles.alpha.canada.ca/notification-gc-notify/wp-json
• https://documentation.notification.canada.ca/en/

We can use synthetic canary to run the checks.

Improved monitoring.

Acceptance Criteria** (Definition of done)

• [ ] All checks run on the mentioned URLs in the WHAT section, every 60 seconds.

QA Steps

• [ ] Check the configured canaries are properly ran (or other mechanism if another tool was picked).
