Toast style: Match our current style for error, warning, and success #2029

Context: Extending from issue #1978 on toast alerts. Updating style to look like inline and page alerts

Alerts will not fade away in instances where there is a warning or an error. Errors cannot be close - though I am open to feedback on this.
