Create GC Forms design system (design debt)

Organize all the components into a separate figma file for others to make mock ups quick.

File will have:

• Public facing vs internal app
• Type and colour tokens, taken from tailwind classes
• Grids for desktop and tablet
• Components only at the atom level at this stage
• Content styles
• Form inputs in french vs english
• Audit a remove old designs
• Think of a contribution process to keep things maintained over time
