Administration screens: Update navigation style to match builder flows #3219

I had accidentally missed the Admin screens in the last navigation UI update. This is the new style with the icons for that section.

It may be a bit awkward for the "Accounts" part (quite repetitive but it works). image.png

I see the left nav for this is now in place, the header is still outstanding
