Unable to save settings when updated with email delivery #3891

Description

When the delivery method chosen is email, it seems you cannot save changes to the purpose of the form in draft mode.

Steps to reproduce

Go to GC Forms > Draft form
Click on Settings
Change the data classification, delivery method and purpose of the form
See disabled save button for all when email is the selected delivery method
