Goal

Identify the approach for creating an API server and the user flow for downloading responses (machine to machine user stories)

Acceptance criteria:

[ ] Identity the API hosting approach
[ ] Identify the user flow for getting a form response to deleting the data in the GC Forms system, including:
- [ ] Client needs to know that there is new data to download
- [ ] Client pulls the data from our end-point
- [ ] Client needs to let us know that they have received the data successfully
- [ ] Unhappy path ideation and error handling
- [ ] Client needs to let us know that the data is correct and they are now in custody of the data
- [ ] Unhappy path ideation and error handling
- [ ] We need to schedule the form responses for deletion. (Already implemented)
- [ ] We need to inform clients of data that is past the 14 days holding (Nagware will still work)
