chore: fixes template view in adminstration panel

Summary | Résumé

Adds:

• Form ID
• Updated At in local timezone
• Ability to sort by latest published forms

Removes

• Ability to override publishing
• Direct link to Edit form

Cough Cough... I'm not a designer and this is only an interim immediate solution. Designs will need to be created with Supports input to ensure we have a tool that supports their flows.

Test instructions | Instructions pour tester la modification

• Ensure you have manage all forms permission
• Go to Admin section => View Templates
• Ensure all forms load on initial startup
• Ensure you can search by a form ID
• Ensure you can clear the view by clicking Clear
• Ensure you can sort the list by latest published by using the "Latest Published button"
