How might we introduce the review page so it does not surprise or confuse users?

The review page does show up as its own distinct page in the tree view. Perhaps an MVP approach could be that when people click on the page, we provide them with context for what it is and why it's there?
I imagine we get more feedback on the need for more customizable options like being able to turn it off, or add custom content.
@Abi-Nada, This would be a great candidate for an issue someone could pick up if work lightens up. A straightforward design intervention would significantly reduce users' confusion.
For form builders, I wonder if having it in Tree View so it's visible and predictable might help: #4049? For form fillers, I wonder if for a long form, the submit button might be too buried?
Usability studies have shown that the review page added to the form flow is poorly understood.
Recommendation: Add text in the right panel displayed when the review page is selected to explain what it is and why it's important.
