Confusion around publishing modal categories and administrative purpose #4020

Description of problem

Our meaning of "ready for public" vs. "ready for internal use" vs. "ready for feedback" might not be inclusive of all use cases and the way people would categorize their reason for publishing / audience.

Gray area when partners or stakeholders rather than public. Even though form exists for an audience external to the organization.

From support ticket:

Lorsque j’ai cliqué sur ‘’publier’’, j’ai reçu ce message, j’ai une question par rapport aux choix de réponses ci-dessous. Nous, notre objectif c’est de partager le lien avec nos partenaires (fédéraux, provinciaux, organismes à but non lucratif, entité autochtone, etc.) uniquement lorsqu’ ls nous contact et non avec le grand public. Donc, dois-je choisir la 1ere option c-à-d : formulaire prêt pour un usage par le public?

Hi there, Looking at the options for the last setting Purpose and Use. Both options are incorrect for us, what should we choose. It's not about an individual but we make administrative tribunal decisions. Isn't that Administrative purposes?
