Description

Overlapping floating elements when on smaller window

Steps to reproduce

  1. Go to GC Forms form builder
  2. Go to Responses page
  3. Shrink window width
  4. See "Manage access" overlap over tab names
  5. Go to Edit page
  6. Shrink window width
  7. See "Form set-up panel" overlap

Expected behaviour

Text readable responsively, not overlapping or masking other parts of the interface

What screen size is the shruken window?

If it's less than a tablet size then we shouldn't update this.
