Add 2 new Departments to our dropdown

Descriptions:

We've received a support ticket that some form fillers cannot fill out a live form because their department is not on the list. It was flagged to the CRM team, who've updated the gc organisations repo accordingly. We'll need to manually import these two new departments, to be included in our department dropdown:
