Responses: Downloaded tab does not refresh after Confirm submit #4631

Description

When confirming responses, after the dialog closes the Downloaded responses tab should refresh as the files have been moved to "Signed off" tab

Steps to reproduce

  1. Download some responses
  2. Go to Downloaded tab
  3. Confirm those responses
  4. View doesn't refresh right away, you have to navigate away or reload the page

Expected behaviour

The tab should refresh and the responses should disappear
