parent/subdomain owner change #109

Owners of a domains are not necessarily the owner of its subdomains (eg. digital.canada.ca vs canada.ca).

The processing process of scanning needs to be refactored to properly find the owner of a given subdomain in spite of this.

With #111 merged in, this issue should be resolved.
