Environment Variables for docker in CircleCI #69

The credentials for the cds docker account need to be added so that #68 can be merged in without failing CI when the deploy fails.

DOCKER_USERNAME, DOCKER_PASSWORD, and DOCKER_NAMESPACE environment variables have been added to the CircleCI project.
