Clear out unneeded files #75

This PR deletes a bunch of no longer needed files. These are primarily:

Javascript/scss files associated with a11y/analytics/customer satisfaction content that is out of our scope
Base scss files that aren't applicable to the style we're using
The old pages that are no longer needed
Finally removed the cds.css file I accidentally committed a while back, oops

There were a few stored static json & csv files related to accessibility which account for most of the red. That and finally removing the css file I accidentally committed 🤔
