[Headings] H3 and H4 are smaller than paragraph text -- Revisit hierarchy styles #184

H4 is smaller than body text (see SOMCs)

In the interim, for soft launch, I'm hacking this by changing all the H4 in SOMC pages to H3.

However, we will need a more apt fix at some point soon.

Normal Body/Paragraph text is larger than H3, providing a skewed sense of structure/hierarchy.

For example:

Here "Example" is H3, and text is normal/body text

This appears to be resolved in staging.
