Validate that analytics can exclude CDS internal traffic

Desired outcome All metrics on Google analytics dashboard can be filtered to exclude traffic from CDS employees.

User and event counts can be filtered to exclude CDS employees beyond the LR team

Expected behaviour to be measured When a CDS employee starts a session on the Learning resources website via their work computer or phone (or from their typical work IP address), there is no change in any of the metrics on the google analytics dashboard with an "exclude internal traffic" filter applied.

This issue is similar to Issue 212 except that:

• It's lower priority
• It would be good if we can continue to collect data on internal CDS use, but exclude it easily in the analytics dashboard rather than blocking it entirely. It's not currently a metric we're tracking, but if it becomes one it would be good to have historical data.
