Describe the bug Breadcrumbs disappear as scroll down. "On this page" sticks.

To Reproduce Steps to reproduce the behavior:

Navigate to a resource
Scroll down to the bottom of the page
Navigate back through breadcrumbs

Expected behavior Breadcrumbs visible when scrolling?

@anikbrazeau Can we re-label this issue to "UI" rather than "Bug" It's scrolled with the page as intended - while the sticky navbar is also set for re-evaluation (as to whether or not that should remain sticky moving forward)

Decision: to discuss at a future dev/design sync – to leverage literature related to accessibility, best practice on the sticky-nav front.
