Bug: Alpha banner (+header behaviour) different on auxiliary pages #385

Describe the bug Banner/header behave differently on pages such as "About" / "Contact" / "Terms" / "Privacy" versus "Home" / "Topics" / "Resources" / etc.

To Reproduce Steps to reproduce the behavior:

  1. Go to resources.alpha.canada.ca
  2. Click on a link in the footer
  3. Scroll down
  4. Then do the same on the homepage or a resource page

Expected behavior Consistency across the site.
