Terraform: create `cloudfront` module

Description

Create a /terragrunt/aws/cloudfront Terraform module and the /terragrunt/env/production/cloudfront config that creates the CloudFront distribution and Web Application Firewall Access Control List (WAF ACL).

• [ ] CloudFront distribution using a Lambda function URL as an origin
• [ ] WAF ACL example: you can remove the scope_down_statements from this ACL example but everything else in here can be added.
