When the owner and domain list was introduced to replace the parent and subdomain lists, it was implemented in such a way that if a domain was in the owners list, it must be in the domains list.
This PR eliminates that requirement.
With this PR if an owner is not in the domain list, the subdomains will still retrieve it's information (organization names), but will all be displayed like parent domains in the domains page.
