domain-scan is 3.6+, that means we are too #26

This PR makes some changes to test against/build/use python3.6 since https://github.com/18F/domain-scan/pull/262 domain-scan is 3.6+, meaning we are too by necessity.

Before this is merged in, we should figure out how to cache the python installation.

Might be a better idea to just CD the Dockerfile.build image to Dockerhub, then have the build step use that.
