Added eQEP1 for cape-universalh and updated config-pin for this. Now it possible to use eQEP1 on pins P8.31, P8.32 P8.33, and P8.35

Tested on Beaglebone Black Rev. C Linux beaglebone 3.8.13-xenomai-r82
