HEAVY documentation update #427

Brand new refresh of all documentation. Includes links, pics, and new formatting to:

dev-guide.md
production.md
database.md
README.md

Might want to consider moving the tech-design.md doc to the google drive and taking it off the Github. Thoughts? @ceas-ambassadors/tech-committee If you want to be added to the Tech Committee section of the contributors README, comment on this PR.
