Enable opting out of sharing usage data #125

Should we put this in the settings view? That way we can have a short description explaining why we'd like to have usage data.

is this required? it doesn't ask the user to give permission - I haven't ever seen an app request permission for that. If an app tracks location, then it has to ask, but I don't think we have to ask about usage data

I just saw it as a convention on some google analytics apps. May not be necessary for our first pass, we'll see.
