If a user does not give contact access they don't know what to do #129

One beta users didn't give contact access and didn't know how to enable it after the fact. When they saw the app it only had the Scripture card and after said they prayed for 0 people. When they went to the people view they saw nothing except Active and Removed.

When this happens what should we do?

In the People view we should show an instruction on enabling contact access and then provide a button to "Sync Ceaseless with Contacts" so they can manually enable it after giving Contact access.

If there are no Person cards to pray for we should show a card either a separate one or on the progress card that explains why there are no people (no contacts access or they have no one in their contact book) and what to do about it.

We may want to have an Add Person action to the People view as well since people may not think to add the contact to their address book. This way it could stay in sync too.

Both actions have been added and an instruction bubble appears when there are no contacts
