Unathi are species restricted

Description of issue

The regular unathi are species restricted in jobs. They are ineligible for all command and head of staff positions including Pathfinder and Warden, and excluding Bridge Officer and Research Director

Difference between expected and actual behavior

Expected: Unathi not job restricted by their species like the Yeosa'Unathi Actual: Unathi job restricted by species unlike the Yeosa'Unathi

Steps to reproduce

Pick Unathi as race, select an education that should make them eligible for command roles, and check occupation.

I believe this is a config thing, however I will see what I can do in the jobcode to fix this.

I actually thought bay only implemented rank restrictions for Unathi, but I guess I was mistaken.

Warden, Workplace Liaison, and SolGov Representative are the only three Unathi species restrictions left. Warden and Workplace Liaison may be removed now. SolGov can stay, if we want to be sticklers and promote the glorious human master race, but I don't personally intend to. I am personally alright with seeing them altogether lifted, but in regards to SolGov Rep, I will leave that specific one to coder discretion.
