Tile loader update #113

Updated TileLoader in order to improve benchmark test.

Can now be configured to not load raster-tiles. Can now be supplied an override function for where the tile-loader should pull tile-files. Updated unit-tests accordingly. Updated benchmarks.

There is a test that's failing here. Can we sort that out next week before approving the merge? Please put it on hold until we've delivered the draft to Rafael, and just focus on writing as much as you can/want by our delivery on Monday night. :-)

I think this looks good the way it is now. I'm approving it and merging it to dev. :-)
