Dctheme update #109

Updated working version of fwtheme-django-ceda-serv and changed various config settings to accommodate. Login is now handled by fwtheme with the option settings.DISABLE_LOGIN used to deactivate the login url. This will be included in the default settings for the gitlab repo.

Note: edc_oidc_update branch is for OIDC additions and is currently archived (no need for login on this service currently)
