Should be usable by end-users. Initial requirements:

As a data manager I want to index the contents of my directory by running a command-line tool to store the metadata in a selectable index.

We will add features to the command-line tool as separate tickets. First priority is to allow Tessella to index files in the CIS group workspace into an index which is independent from EUFAR.

Package namespace clash needs fixing.

Basic operations are supported (./di.py extract --config=../path/to/config.json )
A configuration file is still required for the mapping of handlers to filetypes (I didn't put that in the CLI as I think it could get unwieldy typing that out in the terminal)
