add r-climdex.pcic in jasr #106

Already tested in minimal conda env.

User request (HS 55137) for ClimDown included a link to https://github.com/pacificclimate/ClimDown, and the instructions there about using install.packages('climdex.pcic') suggest that conda package r-climdex.pcic (https://anaconda.org/conda-forge/r-climdex.pcic) will be of relevance; there is no package on conda-forge called r-climdown (and there is a note at CRAN saying that ClimDown has been removed - https://cran.r-project.org/web/packages/ClimDown/index.html)

adding to Spring 2023 Jasr release
